SAMPLE OUTLINE FOR PROP. 187 ARGUMENT

I.       Introduction

A. Attention-getter:  “Remember” quote by F.D.R.

B. Context about what Prop. 187 is

C. Thesis:  I believe that Prop. 187 does not discriminate, but it is an unjust law.  It isn’t discriminatory because illegal immigrants are not judged unfairly.  However, taking education away from children, no matter who they are, causes harm.

 

II.      Body Paragraph:  Proof of no “unfair judgment”

A. Transition and topic sentence:  First of all, illegal immigrants are in no way judged unfairly by Prop. 187.

B. Context about the judgment Prop. 187:  The law states that illegal immigrants are causing Californian’s economic harm.  They feel they are paying too much to provide illegals with things like education.

C. Evidence:  $4 billion cost (p. 6/note card 3)

D. Explain evidence!  (how does it prove there is no unfair judgment)  _________________________________

E.  Tie-back to your thesis:  Therefore, since Prop. 187 doesn’t judge illegals unfairly, there is no discrimination involved with this law.

IV.      Body Paragraph:  Proof there is “injustice/harm”

A. Transition and topic sentence:  Although there is no discrimination going on with Prop. 187, there definitely is harmful action taken against illegal immigrants.

B. Context about what action Prop. 187 take:  It is important to remember what the law does:  Prop. 187 keeps illegal immigrants' children from going to school.

C. Evidence:  187 kicks kids out quote (p. 17) AND Pyler v. Doe decision that "education is a right even for illegals (13)

D. Explain evidence!  (Show how it is UNJUST)  _________________________

E.  Tie-back to your thesis:  Even though Prop. 187 isn't really discriminating, it is most certainly causing illegal immigrants harm.
